New Kisa West Headquarters to Improve Access to Government Services

Interior Principal Secretary Raymond Omollo has highlighted the establishment of the Kisa West Divisional Headquarters as part of efforts to bring national government services closer to residents of Khwisero Constituency.

The new administrative facility is expected to reduce the distance residents previously covered when seeking assistance from government offices, making essential services more accessible within their communities.

Omollo credited Khwisero Member of Parliament Christopher Aseka for partnering with the Ministry of Interior to support the establishment of the new division and its associated administrative units.

The initiative is intended to strengthen government representation at the grassroots while improving coordination between local administrators and security agencies.

The development comes amid wider government efforts to operationalise administrative units across the country.

Government Highlights Affordable Fertiliser for Farmers

Agricultural support was another major issue addressed by Omollo during the Khwisero engagement.

The Principal Secretary highlighted the government’s fertiliser subsidy programme under President William Ruto’s administration, noting that the cost of a bag of fertiliser had been reduced from approximately KSh 7,000 to KSh 2,000.

According to Omollo, the initiative is designed to support registered farmers growing different crops, including maize, sugarcane, coffee and tea.

He said affordable farm inputs were important in helping farmers improve production, manage farming expenses and strengthen their household incomes.

Omollo also urged residents to pay attention to government programmes and seek accurate information rather than relying on misleading political statements.

He cited agricultural support, healthcare reforms, education and security as some of the areas where the government was pursuing interventions.

Village Elders to Receive KSh 3,000 Monthly Stipends

The role of village elders in maintaining order and resolving disputes at the community level also featured prominently in Omollo’s address.

He said the government had introduced a monthly stipend of KSh 3,000 for village elders in recognition of their contribution to grassroots administration.

The elders are also receiving operational assistance, including airtime allowances and flashlights, to help them carry out their responsibilities.

According to the PS, the support is intended to strengthen collaboration between village elders, chiefs, assistant chiefs and police officers.

Village elders often serve as the first point of contact when communities experience disputes, security concerns and other local challenges.

The government believes strengthening their capacity will improve coordination and help address issues before they escalate.

Omollo further noted that supporting frontline administrators was an important part of building an effective security system across villages.

Focus on Grassroots Development

The three key areas highlighted during the engagement point to a wider focus on decentralising government services, supporting agricultural production and strengthening community-level administration.

For Khwisero residents, the new administrative structures are expected to make government offices more accessible, while the highlighted agricultural and village administration programmes are intended to support livelihoods and local security.

The partnership between the Ministry of Interior and the constituency leadership also demonstrates the importance of cooperation between national and local representatives in implementing development initiatives.

As these programmes take shape, residents will be looking towards their implementation and the practical improvements they bring to everyday life.

Bringing government closer to the people is only the beginning; the real measure of development lies in whether these initiatives translate into better services, stronger livelihoods and safer communities for ordinary Kenyans.
