Kenyans have reacted to the Kenya Kwanza Government Bill directing that all those who want to rear cattle must have an animal license or else be subjected to paying a fine of 500,000 or be detained for 6 months in jail.

The proposal is outlined in the Animal Production Professionals and Technicians Bill 2023, which seeks to provide training, registration, and licensing for animal production professionals, technicians, specialists, and firms.

The measure also aims to establish regulations for the standards and procedures followed by those in the animal production industry. According to this definition, raising farm animals for commercial, cultural, and sustenance reasons is known as animal production.

“Any person who carries out animal production services without having been registered under this Act or otherwise contravenes any provisions of this Part commits an offense and shall be liable, on conviction, to a fine not exceeding Ksh 500,000 or to imprisonment for a term not exceeding six months, or to both,” the bill directs.

Kenyans seeking a license will have to apply at the Animal Production Professionals Board and wait for approval within a stipulated period after paying the set fee.

Each license issued shall be valid from January 1 to December 31 of the year. At this time, the license may also be suspended by the board for various reasons, including false information in the application.
