It is usually a normality that the president of a country or state rolls in a different kind of ride or vehicle because they are of class and on a different level than the normal residents. Even if the President himself or herself does not want to roll in these big, high-end machines, they will have to because, in most cases, it is prototypical that once you are in that seat, you actually do as directed.
This is for one reason: as president, you might have many enemies. As much as you are leading the nation, not everyone will be smiling with you; there are usually those who will want to take you down. This is why the president is advised to have security around him the entire time and, most importantly, to roll in cars that are bulletproof or well guarded.
Also, the reasons for so many vehicles in a presidential motorcade are many. One, of course, is the confusion of any attacker.
Then it falls down to having two vehicles: a minimum of secret service agents, one of support staff for the president, and one of communication equipment. They are used to provide security while transporting a very important person.
