Anne Mumbi Waiguru aged (51 years) who is the current Governor of Kirinyaga County has today raised concerns about the delay in distributing money to county Governments as being a serious incident.
Speaking on behalf of the Governors thus the Council of Governors Today she has laid down the interests of the board.
In her speech today “As County Government we are duty bound to provide smooth and uninterrupted service delivery to every citizen however, The council is concerned that despite being in the mix of transition the current financial situation across the 47 county Governments is devastating, it’s unfortunate that the third generation of county Governments have started in a blip note due to lack of resources we wish to inform members of the public that the constitution and the public finance management act 2012 requires that the National Treasury disburses to counties on the 15th day of every month without undue delay, However as at Today the total standing areas owed to counties stand at Ksh 51,762,201,733” she said
Adding that all the 47 counties are owed over 20 billion from the August Election and 31.45 billion is owed for the September allocation 29.6 billion is what is expected to be released to counties in October, and hoped the National treasury complies over the same
she outlined the effects that the Counties have faced for not having been allocated funds yet, some of which include:
Payment of Salaries to County Officials
Failure to Purchase Medical Supplies
Halting Government Projects
Responds to curb the drought and disaster
She has said that failure to act upon the current crisis by the treasury will not only bring about debts but also stroll on their way to catch up and also destroy the togetherness and unity that they should be having and work together as a Government. She made it clear that the Councils would like the distribution of Funds to be done on or by 10th of October 2022 which will be a Monday
