The National Transport and Safety Authority (NTSA) has officially kicked off the nationwide transition to reflective number plates. In a new public notice, the agency has invited vehicle owners to apply through the NTSA portal, as part of efforts to enhance road safety and traceability.

Reflective, or second-generation, number plates are designed to boost vehicle visibility, especially at night, and improve identification by law enforcement. The plates include microchip technology, QR codes, and reflective sheeting to deter cloning, tampering, and misuse.
While the NTSA is prioritizing government and public sector fleets for early compliance, all private vehicle owners are expected to eventually make the switch. The current notice focuses on facilitating applications from institutions, counties, ministries, and government agencies.
Applications are being processed via the NTSA Service Portal, where users must log in, select the number plate replacement option, and follow the steps for verification and payment. Bulk applicants are encouraged to register as e-Agent accounts through the portal, a move that allows organizations to submit multiple applications efficiently.
To manage high demand, NTSA has opened help desks at its headquarters, regional offices, and Huduma Centres. Government Vehicle Check Unit (GVCU) officials will assist in tracking compliance, with penalties expected for non-compliant state vehicles after the August deadline.
