Finance Bill goes through at 2nd reading despite demonstrations

Kenya’s National Assembly advanced the Finance Bill, 2024 to the next stage after a successful second reading vote.

204 MPs voted in favor of the Bill, while 115 opposed it. There were no undecided votes. The vote was conducted by voice vote rather than secret ballot. This vote followed a clause-by-clause debate based on the recommendations from the Finance Committee.

Next Steps: Consideration of Amendments

The Bill now moves to a committee comprised of all National Assembly members for consideration of proposed changes. Members have until Thursday, 1 pm to submit their amendments. The committee will then review all amendments and vote on each one individually. Accepted amendments will be incorporated into the Bill.

Final Stage and Vote

After amendment consideration, the Bill proceeds to its final stage, the Third Reading, scheduled for Tuesday, June 25th. No new amendments will be allowed at this stage.

Members of Parliament will cast a final vote on the Bill during the Third Reading.

Bill’s Fate

Rejection at any stage (Second Reading, Committee, or Third Reading) results in the entire Bill being discarded. A rejected Bill can only be reintroduced after six months. If the Bill passes the Third Reading, the Speaker sends it to the President for approval (assent).
